The listed essential functions are fundamental duties of the position and are critical to successful performance. All duties are performed under the direct supervision of Commission Veterinarians .
- Collect blood samples for post-race testing, pre-race blood gas testing, and out-of-competition testing in accordance with established veterinary and regulatory standards.
- Package and label biological samples, ensuring compliance with chain-of-custody protocols and proper documentation.
- Accurately maintain Commission veterinary files, including medical, testing, and regulatory records.
- Perform data entry of horse history, test results, and other relevant information into Commission databases.
- Monitor and maintain inventory of veterinary and sampling supplies, ensuring adequate stock for race and event days.
- Assist Commission Veterinarians in daily duties as assigned, including preparing equipment and supplies for testing procedures.
- Adhere to all Delaware Thoroughbred Racing Commission rules, veterinary regulations, and applicable federal and state laws.
- Provide professional, courteous interaction with horse owners, trainers, racing officials, and other Commission staff.

Applicants must have education, training, and/or experience demonstrating competence in each of the following areas:
- Possession of a current Delaware Veterinary Technician license issued by the Delaware Veterinary Board.
- Ability to obtain and maintain required HISA/HIWU registration.
- At least two (2) years of experience working with equines, including handling, restraint, and sample collection.
- Knowledge of safe handling procedures for horses and standard veterinary practices for equine care.
- Knowledge of handling administrative tasks including recordkeeping, inventory management, and data entry.
- Excellent interpersonal and communication skills, demonstrating professionalism, ethical conduct, and integrity.
